Director of Information Technology
The IT Director is responsible for overall planning, organizing, and executing all IT functions for the Office of the Treasurer. He/she is responsible for all aspects of information technology management and control, including supervision of information technology employees; budget preparation and management; recommendations for technical acquisitions; and development of guidelines, standards and procedures. The director is charged with strategic planning, tactical action, and operational decision-making to fulfill the mission of the IT department. The Director must possess initiative and drive, have broad relevant technical knowledge with good management expertise and have excellent written and verbal communication skills.

SALARY: $65,000-$81,500 DOQ per annum

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
This is an unclassified, executive position serving as the Information Technology Director of the State Treasurer's Office. The Information Technology division of the State Treasurer's Office is responsible for the maintenance of the Office's website, servers, data security, and customized business applications for the Banking, Unclaimed Property and Investments divisions. The division is currently staffed at 3.5 full-time equivalent positions.
JOB KNOWLEDGE, SKILLS, AND ABILITIES:
The desired candidate will establish the IT division as a strategic resource and development operation in the STO and should therefore possess the ability to strategically design, maintain and implement IT solutions for the State Treasurer's Office business applications. The candidate should therefore have the ability to analyze business processes and to design, plan and implement information systems to support these business processes. The selected candidate should understand how to manage organizational resources, including human and budgetary resources. Other requirements include excellent communication skills, project management experience, the ability to coordinate tasks and work well with staff at all levels. The candidate also is expected to be able to write programming code.
JOB QUALIFICATIONS:
The ideal applicant should have a minimum of three to five years of experience in a supervisory or administrative capacity and a bachelor's degree in business or information technology. Candidates should also have knowledge and experience in:
1. Management and Budgeting Principles
- Management of project management and software development teams
- Development of purchasing budgets and resource allocation planning
- Project management skills
2. Programming Language(s):
- Visual Basic .Net or C# .Net
- MS SQL (Stored Procedures, Functions, etc)
3. Internet
- Development of online systems and databases
- Website development
- Transfer of mainframe and stand-alone databases and other programs to SQL-server based online applications
The desired candidate should also have good oral and written communication skills. Some familiarity with financial systems and concepts is desired.
